Patricia A. Sullivan holds a prominent role as an associate dean in the New Mexico State University College of Engineering and as the NMSU Director for Strategic Initiatives. Dr. Sullivan obtained a doctorate in industrial engineering, a master’s degree in economics and a bachelor’s degree in biology, all from New Mexico State University. She actively engages in various organizations and initiatives, showcasing her commitment to the advancement of higher education, workforce development, and environmental and energy justice through authentic and intentional community engagement. Notably, she serves as a member of the Western Interstate Commission for Higher Education, contributing her valuable insights and perspectives to this influential organization. Additionally, Dr. Sullivan leads a five state regional effort for EPA and DOE to expand human and financial resource capacity for the advancement of community based environmental and energy justice initiatives. Through her engagement in various Boards and Commissions, Dr. Sullivan strives to leverage her passion and commitment to public service to foster positive impacts for the broader community.

Prof. Herbert Huppert FRS is an Emeritus Prof. at Cambridge University, who initiated and has published extensively on geological fluid mechanics, including lava flows, granular collapses, tsunami propagation, gravity current flows, solidification, flows in porous media, ice formation and melting, flows through coral reefs andCO_2 sequestration. He was an Associate Editor of JFM for almost 20 years and has successfully supervised some 22 students for their Ph. D. He was the (Australian, living in England !) Chair of the committee reporting to the European Commissionersin 2011on Carbon Capture and Storage. Now retired from Cambridge University, he enjoys visiting, lecturing and helping students in, at least, China, India, Brazil,Italy and Austria.

Dr. Faisal Manzoor Arain is a seasoned academic and construction project management expert, holding an MS and PhD in Construction Project Management. With a career spanning Pakistan, Saudi Arabia, Singapore, and Canada, he has excelled in leadership roles within academia and industry. Dr. Arain completed a Leadership Development Program at Harvard University and led the establishment of Canada’s first Bachelor of Science in Construction Project Management at SAIT in Calgary. He also chaired the Saskatchewan Higher Education Quality Assurance Board’s panel for evaluating new baccalaureate programs. Dr. Arain’s industry experience includes roles as an Architect, Project Manager, Director, and Consultant. He has published over 120 research papers, 12 books, and 2 book chapters, and is the Editor-in-Chief of the International Journal of Construction Project Management. As an expert member of the World Association for Sustainable Development, he has served on boards such as Value Analysis Canada and the Canadian Green Building Council, and chaired INTBAU Canada. His academic leadership includes positions as Chair of Construction Project Management at SAIT, Associate Dean at NAIT, and Senior Principal/Senior Dean at Niagara College’s Saudi Arabia campuses. Dr. Arain also served as Vice President Academic in Alberta and Ontario, and as President of Willowbank School of Restoration Arts. He is currently the CEO and Co-founder of AM Management Global Inc. in Alberta.

Dr Tadashi Hara, boon on September 11, 1974, is a Professor and Vice Director of the Disaster Prevention Division at Kochi University, Japan, specializing in geotechnical engineering. He earned an M.A. and Ph. D. in civil engineering form Chuo University, Japan. Prof. Hara’s career includes roles at NEWJEC, Co., Ltd., Chuo University and Wakayama National College of Technology. His research focuses on earthquake-resistant structures, liquefaction mechanism, wood and gabion technology, and reservoir reinforcement, and he has authored 165 papers and 15 technical books. He manages JICA projects, particularly in Nepal, to develop disaster-resistant infrastructure. He lectures at Ehime University and University of Kochi Health Sciences and contributes expertise internationally in disaster management and training.

After graduating from Kochi National College of Technology in April 1984, Dr. Toshihiko Nagatani worked for Central Nippon Expressway Co., Ltd. (NEXCO) and has extensive experience in bridge engineering in the construction and maintenance of expressways for 40 years. In the construction of Japanese expressways, he was responsible for the design and construction of many new bridges on several expressways. In the conservation business, he has been engaged in bridge conservation of old expressways as a bridge engineer in charge of surveys, diagnosis, design and construction technology for repair, reinforcement and renewal. He also worked for 10 years in the Bridge Department of Japan Expressway Research Institute Co., Ltd. and served as the head of the Bridge Department in 2021. During that time, he has studied the fatigue durability of concrete decks for many years and has also conducted research on the fatigue strength of PC decks and durability performance evaluation of deck life extension using repair methods. As a result of these research results, he received his PhD in Engineering from Hosei University in March 2023, and last year he received the Sir Benjamin Baker Award at the British Institution of Civil Engineers' ICE Awards 2024 for his work on "Fatigue Durability of Reinforced Concrete Bridge Deck Repair Methods." Dr. Nagatani currently works in the Structural Technology Department at Central Nippon Highway Engineering Tokyo Co., Ltd. (CN-het Co., Ltd.), where he serves as a technical advisor for bridges.

Dr. Dave Ta Teh Chang has served as Professor Emeritus at Chung Yuan Christian University since 2020. He was a Distinguished Professor from 2018 to 2020 and previously a Professor in the Department of Civil Engineering from 1997 to 2020. He has also led the Environment Control and Hazard Mitigation Technology Center for more than 21 years and currently serves as its CEO. Dr. Chang has been an active contributor to the Transportation Research Board (TRB), serving as a long-standing member of Committees AFS60, AFS70, AFS80, and AFS90 for over 25 years. He has also been invited as a Visiting Researcher and Visiting Professor at several major institutions, including Tongji University, the China Academy of Railway Sciences, the Research Institute of Highway, and the Nanjing Hydraulic Research Institute. He is actively involved in numerous scholarly organizations and serves as a paper reviewer for various international journals. Dr. Chang has over 30 years of research and professional experience in geosynthetics engineering, pavement materials, geotechnical engineering, and ground improvement. In recent years, his work has increasingly focused on applying AI technologies of Wireless Sensor Networks (WSN) to slope stabilization and environmental control. Dr. Chang has established 15 geosynthetics testing standards for the Chinese National Standards (CNS) and has published more than 200 journal articles and peer-reviewed conference papers, along with over 50 technical reports. Throughout his career, he has supervised more than 125 master’s and doctoral students.

Born in Bayonne, of Franco-Belgian roots, Martin Duplantier grew up between Bordeaux and the United States. He earned his master degree from HEC Paris, his Masters from the Ecole Nationale Supérieure d’Architecture de Paris Malaquais and attended Master in Urbanism in Bordeaux. Engaged in a Global Vision of Architecture and Sustainability, he draws from his experiences in China, Mexico, and Niger, then in renowned offices in Berlin and London. His international vision, his dual specialization, and the multipolar foundation of his office between France and Ukraine form a singular approach to a project in which production and creation, issues of urban matters and the challenges that society faces are put into dialogue with one another, while forming a calling at a larger scale. His practice devotes its efforts largely to research and experimentation that are framed by a desire to find feasible responses to architectural problems. Martin Duplantier has worked on a number of projects at the regional scale: the Seafront at Anglet, HEC Campus in Paris, the redevelopment of Kherson (Ukraine), the Cité Radieuse District in Marseille, the 23/9 Park in Ho Chi Minh City (Vietnam), assisting the French Alliance in Kolkata (India), and aregeneration project on the border to Luxemburg. Since 2015, Martin has been involved in Ukraine through academic works and conferences, and isnow teaching at Kharkiv School of Architecture. He opened Arch4UA [Architecture For Ukraine] Charity Fund in 2022, simultaneously as his Lviv office. Driven by the desire to link ethics and aesthetics and to explore the problems of our time (i.e. architecture as protective cultural shell, rethinking inclusivity, the densification of urban centers, new green deal for construction, the rehabilitation of heritage architecture, Ukrainian school atlas, etc.), and the wish to enrich both his practice and approach, Martin is president of French Architecture Association AMO from 2017 to 2024. He has been awarded the title of Chevalier des Arts et des Lettres in 2024 by the French Minister of Culture. Alongside with Jakob+McFarlane and Eric Daniel-Lacombe, Martin is co-curator of the French Pavilion at the Venice Architecture Biennale 2025. Under the title “Living With”, it addresses situation of climatic and geopolitical crisis, where architecture can be a tool for recovery.

Seong-Cheol Lee is a Professor in the Department of Civil Engineering at Kyungpook National University, South Korea. He earned his B.S., M.S., and Ph.D. degrees in Civil, Urban, and Geosystem Engineering from Seoul National University, completing his doctoral research on the shear behavior of concrete beams with arch action. Prior to his current role, he served as Assistant and Associate Professor at Kyungpook National University and the KEPCO International Nuclear Graduate School (KINGS), and held postdoctoral and senior research positions at the University of Toronto and Seoul National University. Prof. Lee’s research focuses on nonlinear structural analysis of concrete structures, shear and seismic behavior, fiber-reinforced and prestressed concrete, advanced construction materials, and concrete applications related to nuclear power plant decommissioning and radioactive waste management. He has published extensively in leading international journals and has contributed to the development and validation of concrete design codes. His academic excellence has been recognized through multiple awards, including Best Lecture and Best Paper Presentation honors.

Architect and Urban Planner Julio Cesar Perez Hernandez is a scholar, educator, visionary, historian, and published author considered a world-class expert in Cuban architecture and urbanism. He is a Professor at the University of Notre Dame’s School of Architecture since 2017 where he was Visiting Professor during the Fall Semester of 2012. As an academic, he has lectured and taught in the most prestigious institutions of the United States, Canada, Europe, Costa Rica, Cuba, and Bermuda. Author of the books Inside Cuba (2004) and Inside Havana (2011), published by Taschen, and “The Tradition of Courtyards in Cuban Architecture” published by Andelani Press in 2025, he has also penned numerous professional articles published in international journals. His academic and professional work has appeared in several international publications and exhibited in Cuba and the US Perez Hernandez became the first and only Cuban Loeb Fellow in Cuba’s history in 2002at Harvard University Graduate School of Design where he was selected as the 2012-2013 Wilbur Marvin Visiting Scholar. He is the author of “A Master Plan for 21st Century Havana”, a comprehensive urban plan registered at the Library of Congress in 2006, among other urban plans for other cities and neighborhoods, some of them recipients of several awards.

Peter Sarlos is a recently retired architect (September 2024), town planner, lawyer, arbitrator, construction adjudicator and accredited expert with over 50 years post post-graduate experience in leadership roles in the building and construction industry in Australia. In addition to his work as an architect, Peter has contributed his expertise as a town planner and lawyer. His skills also extend to the roles of arbitrator, construction adjudicator, and accredited expert, reflecting broad and deep experience across multiple disciplines related to the built environment. He is not an academic having followed a developing awareness of the issues faced by the stakeholders in the industry causing him to develop a collective of cross discipline skills that have allowed him to develop an objective approach to addressing industry problems. His experience was gained in senior practice management in both private and public practices. In the roles of Principal Architect and as a Senior Manager in the Australian Public Service, he was heavily involved in facilities development and management of infrastructure projects of different complexities and values. He had direct involvement in facilities delivery, and facilities management. He has also hade over 40 years’ experience in private practice and as well participating in various professional and technical boards and committees, with significant experience as an expert witness and in Alternate Dispute Resolution. Today, he continues to maintain an involvement in the industry in the role of Senior Associate (part-time) in the Lippmann Partnership, an Australian award-winning architectural practice and continues to consult on town planning matters, mediation and construction adjudication.

Professor Hui Ying WANG graduated for the Master of Science and the Ph.D at the Department of Thermal and Combustion Engineering, Institute Pprime, France. He has been working as a senior researcher at the National Scientific Research Centre in France (CNRS) since 1992.The Institute Pprimeincluding CNRS, ENSMA, University of Poitiersis organized into three departments: Physics and Mechanics of Materials, Fluids-Thermal-Combustion, and Mechanical Engineering. His principal fields of research are focused on the analysis of flame propagation over condensed fuel controlled by heat/mass transfers and reacting flow. He uses different combustion and turbulence models to investigate the characteristic flame configurations (vertical parallel wall fire, pool fire with cross-flow, enclosure fire), fire suppression via water mist and the ignition risk associated with smoke rich in flammable gases within confined and mechanically ventilated environments. His research activity in these areas includes both numerical/theoretical study and experimental validation. Finally, he has published over 120 technical articles in international journals, such as Combustion Science and Technology, Combustion and Flame, Fire Safety Journal, Fire Technology, etc, and in proceedings of symposiums or conferences.

Dr. Yan Zhuge is Bradley Distinguished Professor in Structural Engineering at the School of Civil Engineering & Construction Management, Adelaide University. She has a BEng (Hons) in Civil Engineering and a Masters in Structural Engineering from Beijing, China, a PhD in Structural Engineering from Queensland University of Technology (QUT), Australia. Her primary research focuses on green concrete materials, waste utilization, fibre composite materials and structures. Yan has published 300+ SCI papers in the referred international journals and has been invited as a Plenary/keynote speaker at many international conferences. Her contributions have garnered several Australian government awards and fellowships and attracted funding from the Australian Research Council (ARC) as well as industry partnerships. Yan has held the position of a member in the ARC College of Experts2019-2025and was the winner of 2018 South Australia Winnovation award in Engineering category. Yan is an elected follow of Australian Academy of Technology and Engineering (ATSE).

Dr. Huixuan Hanis an Associate Professor in the School of Civil Engineering and Architecture at Jiangsu University of Science and Technology (JUST), while concurrently serving as a Postdoctoral Researcher in the School ofCivil Engineering at Southeast University, China.Formerly, she was a Joint-PhD student in the Department of Civil and Architectural Engineering at Aarhus University, Denmark.Dr. Han's research focuses onstructural dynamics and human-induced vibration, with research interests indisaster prevention, vibration mitigation, and composite structures for bridges. She has led multiple projects as Principal Investigator, including grants from the National Natural Science Foundation of China (NSFC), China Postdoctoral Science Foundation, and Jiangsu Provincial Higher Education Fundamental Research Program.

Dr Woo has a BS and MS in mechanical engineering, and he has obtained PhD in Mechanical Engineering from Texas A&M. He majors in energy system such as HVAC and heat transfer, the optimal design and control of refrigerator, reliability design of thermal components, and failure Analysis of thermal components in the marketplace using the Non-destructive such as SEM & XRAY. In 1992.03–1997 he worked in Agency for Defense Development in Chinhae, South Korea, where he has researcher in charge of Development of Naval weapon System. He was working as a Senior Reliability Engineer in Refrigerator Division, Digital Appliance, SAMSUNG Electronics. Now he is working as associate professor in mechanical department, Ethiopian Technical University.

Dr. Mohammed Bashir is a globally recognized expert in environmental engineering, sustainable development and pollution control, with over 250 high-impact journal publications and an h-index of 54.He currently serves as a senior academic at the School of Engineering and Technology, CQUniversity Australia and adjunct professor at University Tunku Abdul Rahman (UTAR), Malaysia. His research spans key areas such as pollution control, ESG compliance, life cycle assessment, circular economy, and advanced water and wastewater treatment technologies. With over 10,500 citations, Dr. Bashir has led numerous interdisciplinary projects funded by government bodies and industry partners, aiming to bridge science with actionable solutions. A recipient of over 20 international awards and recognized among the world’s top 2% scientists by Stanford University, Dr. Bashir brings a unique blend of academic excellence and practical innovation to solving global environmental challenges.

Dr. Sun Ji-chao is an Associate Professor at the School of Water Resources and Environment, China University of Geosciences (Beijing). His research focuses on ground sediment, groundwater, hydrology, geotechnical engineering, and hydraulic engineering, with specific expertise in groundwater seepage mechanics, water–sand interaction, hydraulic disasters, and modern water information modeling. Dr. Sun earned his Ph.D. in Geotechnical Engineering from the China University of Mining and Technology (Beijing). He later joined Tsinghua University as a Postdoctoral Fellow in Hydraulic Engineering and served as a Visiting Scholar at the University of Wisconsin–Milwaukee, sponsored by the Chinese government. He previously held leadership roles including Deputy Director of the Bijie Water Resources Bureau in Guizhou Province and currently contributes to several academic and professional bodies. He has been recognized as a Beijing Higher Education Young Elite Teacher and is a recipient of the Zhai Yusheng Young Teacher Award. Dr. Sun serves as a reviewer for more than 20 international journals and has taken editorial roles for multiple scientific publications. Pierre Elsabie is a Senior Technical Supervisor at Gunlake Concrete specialising in concrete quality systems, research and development of low-carbon concrete solutions within the readymix concrete industry. Through his involvement of Green Building Council of Australia, he actively promotes multidisciplinary engagement and the adoption of sustainable concrete practices that can be implemented today. Pierre’s work sits at the intersection of sustainability and digital innovation, with a strong focus on integrating Internet of Things (IoT) technologies in concrete supply to enable real-time monitoring, improved quality control, process optimisation, and reduced concrete embodied carbon. He will share insights on a practical, collaborative approach to advancing low-carbon concrete solutions.

Naïm Cheriguene is a civil engineer with a master's degree from the Centre for Higher Industrial Studies of Paris (CESI), specialized in structural engineering and numerical modelling. He has held assistant research positions at the Smart Structures Lab (University of British Columbia) and Kimura Lab (Tohoku University), where he worked on nonlinear seismic analysis and experimental steel structure systems. His recent work focuses on advanced finite element modelling of historical ageing structures, including the century-old Long Biên Bridge in Vietnam, with an emphasis on structural diagnostics, life-extension strategies and practical decision support for asset owners. He is a WorldSkills France silver medallist in civil engineering and winner of Dassault Systèmes’ National Innovation Challenge with the Project of the Year presented in BIM World Paris (2025).

Guy Beaudouin NZE is a Civil Engineering professional specialized in concrete materials, quality management, and geotechnical engineering. He has contributed to major international infrastructure projects including hydroelectric dams, large bridges, and complex building works in Africa and Europe. His expertise covers technical concrete formulations, on-site quality systems, geotechnical investigations, and the management of multidisciplinary teams on high-value projects. He is currently completing an Engineering Degree in Civil Engineering through a VAE program in France.

Adnen Ben Said is a civil engineer with an academic background in civil and environmental engineering and international experience gained in Tunisia and Italy. His professional activities include the structural design of reinforced concrete and steel structures, FEM analysis, structural optimization, and BIM-based modeling using tools such as AutoCAD, Revit, Tekla Structures, and Autodesk Robot. He is currently completing his thesis entitled "The Effects of Climate Change on Agricultural Practices in Tunisia: Opportunities and Challenges" at the University of Brescia, Italy. His research focuses on climate impacts, adaptation strategies, and sustainable development in the agricultural sector. His research interests include climate change, environmental sustainability, infrastructure resilience, and the integration of engineering solutions in climate-sensitive contexts.

Amy Poh Ai Ling, Ph.D. is an internationally recognized multidisciplinary researcher, renowned for her pioneering work on digital technology security in electrical systems since 2010. Her research in the energy sector spans public acceptance of smart grids, optimization of ultra-fast battery charging systems, and projections of future electricity trends in Japan. Amy holds two Ph.D. degrees, uniquely reflecting her rare breadth of expertise across economic management, mathematical sciences, and engineering. Bridging academia and industry, she provides cross-sectoral insights into business development, the circular economy, safety engineering, data analytics, and statistical modeling. Her innovative work has earned her numerous honors, including the Rescale Honorable Mention Award (USA), the Edison Award (Malaysia), and national science recognitions from both Japan and Malaysia. Amy is the Founder and Director of the Malaysia-Japan Academic Association (MJAA) and serves as Chair of MJVC 2024, advancing bilateral academic and innovation exchange. In 2023, she was recognized as a “Rising Star” at the Asian Deans’ Forum Women in Engineering Workshop for her research excellence and leadership. Dr. Ryu Noda holds a Ph.D. in Bioresource Science from Akita Prefectural University. After graduating from the Department of Forest Science, he spent approximately 13 years as a mountain disaster prevention consultant, where he was engaged in field investigations of natural disasters and the research and development of disaster mitigation infrastructure. Since 2013, he has served as a research fellow at Kyushu University and later as a lecturer at Akita University. His areas of expertise include forest civil engineering and timber engineering. His research focuses on the development of disaster prevention facilities aimed at mitigating natural hazards and promoting rapid forest recovery. In particular, he explores the structural performance of timber-based facilities, evaluates their environmental impacts, and analyzes their economic ripple effects on local communities. Through this multifaceted approach, Dr. Ryu Noda seeks to advance sustainable and regionally integrated disaster prevention technologies.

Estovio Timothy is a Predoctoral Fellow at the College of Engineering, Peking University in Beijing, China, and a Structural Engineer at Shanghai Construction Group Co., Ltd. in Shanghai. At Peking University, he is also involved as both a Research Assistant and Teaching Assistant, supporting work in finite element methods, fluid mechanics, aerodynamics, ordinary differential equations, and probability. Alongside this, he is a Graduate Student in Civil Engineering at Johns Hopkins University, USA, where he received the Departmental Award for Research Excellence, and he has also been recognized as an awardee of the MIT Data, Economics, and Design of Policy (DEDP) program. His research focuses on performance-based, multi-objective optimization of aerodynamically tuned core-tube systems for supertall buildings in hurricane-prone environments. By combining aerodynamic simulations, finite element analysis, and evolutionary optimization algorithms, he explores how to enhance structural resilience against extreme wind loads while improving efficiency and sustainability. Earlier in his career, he developed Indonesia’s first comprehensive wind hazard map and carried out pioneering studies on tornado-induced wind fragility, work that significantly improved the regional understanding of extreme wind effects on structures. Professionally, Estovio has been closely involved in the design of landmark projects, including an 85-story, 301.5 m tower for his master’s thesis and the tallest building in Indonesia and the Southern Hemisphere, a 385 m supertall tower. These projects built his expertise in lateral load–resisting systems, aerodynamic design strategies, and the complex behavior of tall structures under multiple hazards. His international project portfolio covers China, South Korea, Kazakhstan, Uzbekistan, Australia, Vietnam, Malaysia, India, Timor-Leste, and Mongolia, giving him broad exposure to different design codes, construction practices, and climate challenges. He earned his Bachelor’s and Master’s degrees in Civil Engineering through an accelerated fast-track program. Currently preparing to pursue a Ph.D., his research interests revolve around multi-hazard disaster risk reduction, performance optimization of high-rise structures, and the development of climate-adaptive, low-carbon urban infrastructure that bridges research and real-world practice.
